Purpose
The Project Controls Manager will support and enhance the companys project controls function. This role plays a key part in implementing project cost and schedule controls along with contract management. This role is responsible for tasks related to the development of budgets, controlling costs, variance analysis, estimation of accruals, monitoring of contractor reporting, monitoring the impact of changes and identification of trends and corrective/preventative actions to influence on-budget delivery of construction scopes.
Duties and Responsibilities:
- Act as deputy to the project manager in all financial and administration matters.
- Set up systems and procedures to ensure data integrity and the ability to track and forecast expenditures.
- Review all contract drafts for adequacy of cost, scope definition and workable system of data transfer to project controls system; coordinate development of all data in support of negotiations or claims.
- Develop, track and analyze project costs including budgets, commitments, actuals, accruals, and forecasts.
- Develop and administer project controls system, including overall project schedule; ensure that standards for completeness and accuracy are met.
- Predict and mitigate potential cost impacts to project by managing, monitoring, trending, and reporting changes in accordance with the project change management process.
- Maintain a current overall project forecast to completion, including owners costs and contractors costs in the cost management application / system.
- Monitor and report the actual costs compared to budget, including detailed variance analysis.
- Receive commitment and spend information from ERP system, contractors, and finance, and collate data into the cost management system.
- Generate monthly cost reports, construction dashboard cost reports and maintain adherence to the project cost coding structure.
- Collect cost data in support of performance measurements and project benchmarking.
- Provide budget and estimate cost input for packages of work to Project Contracts & Procurement.
- Assist in contractor evaluations, selections and subsequent management.
Qualifications:
A Bachelors degree in Business/Finance, Engineering or related field is required. A CPA designation is preferred. A minimum of seven years cost control experience in the construction or mining industries, including demonstrated skills in directing cost, engineering and scheduling functions on large mining projects is necessary. Experience in developing sustainable project control, cost, planning, document control, and change management processes for early-stage projects to be utilized through all project phases, is essential. The successful individual must have experience with cost engineering applications such as Prism, Ecosys and SAP as well as experience with Microsoft Word, Excel, SharePoint, Aconex and Cost Management Systems. EPCM experience and a background in cost estimating are preferred. This role requires travel to project sites.
Organizational Factors:
The Project Controls Manager will report to Vice President, Finance. Direct reports to the Project Controls Manager will be added as necessary.
